eBay not answering my open case for Resolution Center

I bought a lemon of a magic illusion for my magic show. it was a total rip-off and fraud. I opened a ticket with the Resolution Center. My item is protected thru eBay Buyer protection. This was almost a month ago. The seller won't answer me. Neither will eBay. What is going on? Does eBay have a phone number???|||If you opened a SNAD Not as Described and you have not received a refund you should contact eBay through the resolution center. There should be a click able link on the item line in your won view of My eBay.
